Ⅱ. Basic information of project organizer
Tourist Administration of Yiyuan county is a functional department of county government. As a total public institution, it takes charge of management、development and construction of tourist resources throughout the whole county and manages its own tourist industry as well. 

Ⅲ. Project constructive condition and background
1. Rich in resource, eco-tour enjoys great development potential and space
Yiyuan Altair and Vega travel zone is situated at Yanya village, 15 kilometers southeast of Yiyuan county, which covers an area of 16 square kilometers. It is now the city-class scenic spot, which consists of three parts, namely, “Altair and Vega” love garden area, Shenqing Place cultural ecological area and White Horse River ecological agricultural sightseeing area. First is love culture human resource with Altair and Vega Temple as its representative. The temple is the only ancient construction relics taking Altair and Vega folk legend as its motif, therefore, enjoying market monopoly. Second is Taoist ancient construction resource with Shenqing Place as its representative, which is full of Taoism cultural heritages. Shenqing Place was built in Song Dynasty, covering an area of 4200 square kilometers. It is full of old Japanese red pines and stone tablets in its yard, quite and elegant. Third is the natural ecological resource with Daxian Mountain、Green Cow Mountain and White Horse River as its representatives. With steep cliffs and weeping willows, Daxian Mountain is situated by Greeting Immortal Taoist Temple of Tang Dynasty and Mencius Temple in whose yard grows the only seed ginkgo in China. Green Cow Mountain has many ancient constructions like Grandma Temple, Three Feudal Official Temple and South Sky Door. The While Horse River extending of tens of kilometers, connects Shenqing Palace、Black Tiger Spring and Vega Cave together. 

2. Infrastructures are self-contained and the tourism development has taken shape
Up to now, the accumulated amount of investment is RMB 15 million yuan. The travel zone has built up happy peasant family of apricot village and picking & sight-seeing garden of wan mu big cherry demonstrative base, ecologically harnessed the river course of White Horse River, remolded the ancient constructions like Shenqing Palace, Vega cave, No-life hall and Yuhuang Temple, set up small-sized parking lots and travel hotels, and widened the main entrance road and mounting steps. Furthermore, the scenic spot is equipped with full set of facilities like water and electricity and enjoys preferential policies for construction investment of project development. At present, it has completed its overall plan and ecological project plan. 

3. Geographic advantage and convenient transportation.
Yiyuan county lies at the joint part of Linzi, Taian, Laiwu, Linyi and Weifan with Yellow Sea in its east and Tai Mountain in its west. Southwest locates former residence of Confucius and Mencius, while Yingdu Weifang occupies the northeast. In general, it is an important transportation hinge with Linzi road、Taixue road、Zhonglin road and Hanlai road running throughout the whole territory. Eight kilometers away from the scenic spot, the ongoing Jiqing South Highway which will be completed in 2007 will considerably make the transportation more convenient. 

Ⅳ. Main content and investment constitute of project construction
Comprehensive development is carried out in order to get a deep understanding of the love culture of Altair & Vega and make a good use of the sole ecological and cultural resource advantages. Main projects include:

1. Construction project of Altair and Vega love garden cultural travel zone. Investment capital is RMB 120 million yuan. The project aims at establishing “Tianhe paradise” and “Tianzu Garden” banking on Yi River, restoring Altair Temple, putting Altair village construction on schedule, rehabilitating the Greeting Immortal Taoist Temple, building up three-star associated hotels, establishing Chinese love culture experience zone and constructing environmental protective parking lot. 
2. Construction project of Shenqing Palace cultural ecological travel zone. Investment capital is RMB 80 million yuan. It aims at restoring the ancient constructions of Shenqing Palace, setting up air strop from Shenqing Palace to the top of Grandma Temple and planning to establish a high or middle rank skiing ground.
3. Construction project of White Horse River ecological agricultural sight-seeing travel zone. Investment capital is RMB 50 million yuan. It aims at finishing harnessing the river course of White Horse River, constructing “happy peasant family” project, developing entertainment projects over Red Flog Lake and establishing cherry and apple picking Gardens. 

The whole project will be finished within three years on the purpose of providing a holiday resort which mixes sight-seeing, leisure and holiday tour together with Chinese love culture as its motif. 

Ⅴ. Investment performance estimate
Based on the analysis of relevant scenic spots experience and local travel guidelines, tourist number will be increased at a rate of 30% annually in the hope of reaching 500 thousand in 2008. Taking consumption expenditure per head as RMB 250 yuan (including entrance fee RMB 60 yuan, accommodation fee RMB 100 yuan, meal fee 50 RMB, shopping fee RMB 30 yuan and other expense RMB 10 yuan), annual sale volume will reach RMB 125 million yuan. The investment return period is four years.
