II. Brief introduction of the project-undertaken unit
Yiyuan County Tourism Bureau is a functional department of County Government; it executes the management, development and construction of the tourism resources, supervises the tourism industry in the county, and it is a whole enterprise unit.
III. Condition of Project Construction and Background
1. Ecological tourism resource is abundant, and the development potential and space are large.
Shengfushan Tourism District is located in Shiqiaoxiang, which is 30 Kilometers away in the northeast of Yiyuan County with an area of 18 square meters. It is a municipal tourism scene at present, mainly includes Double Water Curtains, Shengfoling and the Cliff of Buddha’s Head. The scene is covered with pines, down falling waterfalls, and bewildering rocks, for that reason it is famous as “Beauty of mountains, charm of waters, and fantastic of stones”. In the Spring and Autumn Periods Times, sage Min Ziqian taught and met friends here; it was named Shengfoshan because of the stone Buddhas. There are legends of Little White Dragon Hui and husbandman, Lancaihe immotalization, Lvdongbin pointing holy spring and so on. This scene is “Central Teaching Institution Shengfoshan base”, “ China Education Association international Teenagers’ Life Tree Direct Base” and Yiyuan County “Agriculture, Science and Education Integrated Demonstration Base”.
2. The basic establishments are mature, and the tourism has taken form.
The accumulated investment on the scene is ten million Yuan. With the fund, Shengfoshan Bewildering Stone Valley Recreation Yard was constructed, reception center and parks were built, some scene and entertainment equipments were completed, and expanded the main roads and footpath leading to the mountain. Electricity, water, and communication equipments are completive; the investment policy is favorable to the special project. The scenic overall programming and ecological programming have been completed.
3. The predominance of the district is obvious and the traffic is convenient.
Yiyuan County is at the joining line of Zibo, Tai’an, Laiwu, Linqin, and Weifang, facing Yellow Sea in the east and connecting Mountain Tai in the west; in the southwest is the native place of Confucius and Mencius and in the northeast is the capital of kite. Yiyuan County is an important traffic hinge. The provincial roads of Bo-Qin, Tai-Xu, Zhong-Lin and Han-Lai running through the whole territory and making the place extend in all directions and connect all places. The south Ji-Qing highway under construction, 3 Kilometers from the scene, will be completed in year 2007 which will upgrade the convenience of the traffic of Yiyuan.
IV. Main contents and investment component of the special project
According to the programming, the following projects are planed:
1. Reconstruct the gate of the scene: 120,000 Yuan
2. Build 2 or three rubber dams over the water curtain in order to modulate the current in the hot season of tourism and upgrade the entertainment on water. Investment: 30,000,000 Yuan.
3. Establish little trains along the main tourism line around the forest, thus forming scaled forest tourism. Investment: 3,800,000 Yuan.
4. Step-pattern tourism ring footpath investment 3,000,000 Yuan.
5. Constructing mountain village of flowers and fruits: adopt fruit-shape style as construction sculpture, and fruit trees and flowers are planted in separate fields. Investment: 52,000,000 Yuan.
6. Mini-folk zoo development is constructed as folk-style entertainment special project. Investment: 25,000,000 Yuan.
7. Jixiang and Ruyi Lakes entertainment center and a set of reception service construction. Investment: 35,000,000 Yuan.
We are planning to construct the scene to a provincial tourism scene integrating ecological tourism, healthy sports, quality education, Confucius culture, and folk Buddhism.
V. Estimated benefit of investment:
Analyzing the relative spots of scenic experience and local tourism guideline, we consider that the tourists of the scene will increase 30% annually, and by year 2008, the annul tourist population will reach 500,000.Calculating on the basis of each person consume RMB 200 Yuan (including ticket 60 Yuan, room 80 Yuan, food 40 Yuan, and other expenditures 20 Yuan.), the annual turnover can reach one hundred million Yuan, and the recycle term of the investment is 4 years.
