II. Brief introduction of the project-undertaken unit
Yiyuan County Tourism Administration is the county government function department and implement the managing, developing and constructing the tourism resources of the whole county and implement the supervision function of the tourism industry. It is the total enterprise unit.

III. Project construction conditions and background 
1. Ecological tourism resources are plentiful and have the large potential development and space.
This tourism is located in Dongli Town Yiyuan County. Tang Mountain is also named as Ta Mountain and Nine Coping Lotus Mountain with 516 meters height. The Pine covers the whole mountain. When winding, the sound is loud which is called “Tang Mountain folds green” and is one of the “Eight Sceneries of Yiyang”. There are seventy-two springs on the mountain, which were said to be formed by the crutch touchdown when Mencius traveled this mountain. On the top, there is a Grandma Temple; Tan Mountain Temple is founded on the mountaininside, which was the royal fane in Wei and Tang Dynasty and now it is in the process of maintenance. In the temple, there is one ancient Maidenhair Tree with the age of about 1,500 years old, whose branch, leaves and fruit are numerous. On the cliff of the south foot of the mountain there are 503-stroked cliff carved stones of Sui and Tang Dynasty. The number and scale of the statues are unusual to see in the province. Qihe with 800meters long circles the Tang Mountain. Besides, there are West Temple Pine Billow, Dong’an Ancient City Site, Jvlu Meeting Place, Place of Likui striking tiger, the Quancun Happy Farmhouse and many other human, ecological and folk-custom tourism spots. 

2. The basic establishment is maturity; the tourism development forms the primary scale.
This spot has been invested RMB 20,000,000 Yuan accumulatively. The striding river bridge newly built has completed the first term restoring project of Tang Mountain, constructed part of reception instrument, parks, built and consummated parts of the spots, enlarged and ossified the main road of mountain entrance and mountaineering footpath, and have virescenced and beautified the spot environment. 

Water, electronic and communication instrument of this spot is maturity, investment for developing project is favorable. The general and particular programming and the ecological programming have been completed. 

3. The advantage location is obvious with convenient traffic.
Yiyuan is located in the combination of Zibo, Tai’an, Laiwu, Linqi, Weifang. It is the important tourism traffic hinge that in the east is the Yellow Sea, in the west it goes to Tai Mountain, in the southwest is the Kong and Meng native place and in the northeast is the Kite Center Weifang. The main provincial road, such as Boqi Road, Taixue Road, Zhonglin Road and Hanlai Road run through the entire area and extends in all directions; Jiqing Express Way in the process of construction will be completed in Year 2007 which is 5 kilometers away from the spot and it will speed up the traffic convenience promptly.

According to the programming, draft to construct the project as following:
1. The ancient building of Tang Mountain Temple repristination project. RMB 25,000,000 Yuan is invested
2. In Carved Buddha Culture Garden, five hundred arhats pictures carved project. RMB 20,000,000 Yuan is invested. The experts are invited to construct in southeast of the original Sui and Tang Dynasty stroken cliff carved stone 
3. Binhe Park Waterborne project construction. RMB 34,000,000 Yuan is invested to construct the barrage and develop the entertainment items such as waterborne drift. 
4. Happy Farmhouse developing project. RMB 1,000,000 Yuan is invested.

V. Estimated benefit of investment:
On the basis of the related spot experience and the local tourism guideline, the number of tourists will increase by 30% degrees of every year. It is forecasted that it will receive 500,000 tourists in Year 2008. Taken the personal consummation is RMB 200 Yuan (Including 60 Yuan for tickets, 80Yuan for bed, 40 Yuan for drink and food, 20 Yuan for other expenses), the annual business profit will reach to RMB100, 000,000 Yuan. The investment-reclaimed term is two or three year.
