Ⅱ. General Information of Project Undertaker
Tourism Bureau of Yiyuan County is a functional department of county government, and a completed institution fulfilling the functions of managing, developing and establishing county tourism resources, and managing tourism industry.
Ⅲ. Project Building Requirement and Background Information
1. Abundant zoology tourism resources, great development potential
Tongluowan is located in Redflag Lakefront, Yanya travel site, which is 15 kilometers southeast of Yiyuan County city. Yanya travel site is the scenery spot of the city, including Love Garden Scenic Area of “the Cowboy and the Vega”, Cultural Zoology Scenic Area of Shenqing Palace and Zoology Agricultural Tour Area of White Horse River. Firstly is the temple of the Cowboy and the 
Vega, representing the cultural humanity resource of love. This site is the only traditional architecture site theming the folklore legend of the Cowboy and the Vega in China; therefore it monopolizes the market. Secondly is the Shenqing Palace, which represents Taoism ancient architecture resource, embodies profound culture details. Shenqing Palace was established in Song Dynasty, occupying 4200 square meters. There are thousands of years old pin trees, steles inside. Thirdly is the natural zoology resource including Daxian Mountain, Qingniu Mountain and White Horse River. Daxian Mountain is cliffy and full of pine trees and cypress trees. Yingxianguan of Tang Dynasty, Mencius Temple and the only one “Seed Maidenhair Tree” in China are inside the yard. Qingniu Mountain has Grandma Temple, Three Officer Temple, Nantian Gate and other ancient architectures. Over then kilometers White Horse River connects Redflag Lake, White Horse Cliff, Tongluowan, Shenqing Palace, Black Tiger Font, Vega Hole and other scenery spots together.2. Completed frastructure, tourism develops into formation.
With totally investment of RMB 15,000,000 Yuan, Xinghua village farmhouse and cherry picking scenery garden have been established. Riverway of White Horse River was cleared. Shenqing Palace, Vega Hole, Wusheng Hall, Emperor Temple were mended. Small size parking area and hotels were set up. Main mountaineering way was broadened. Scenery site is provided with water, power, telecommunication equipment and other frastructure. The whole project fulfils the scenery layout and zoology layout.

3. Superior location, convenient transportation.
Yiyuan County is located in junction of Zibo, Tai’an, Laiwu, Linxin, Weifang five cities. East is Yellow Sea, west is Taishan Mountain, southwest is the home country of Confucius and Mencius, northeast is Weifang, and it is the significant tourism transport hinge. Boxin Road, Taixiu Road, Zhonglin Road, Hanlai Road and other roads extend in all directions. Jiqing highway, 8 kilometers away from the scenery, will be completed in 2007, and provide convenient way to Yiyuan.

Ⅳ. Project Content and Investment Structure
In accordance with the layout, the main theme is Nature Shadowboxing Garden, Health Preserve Place. Tangluowan will be established into Taoism health preserve vocation place and integrated entertainment tourism area with RMB 30,000,000 Yuan investment. Main construction includes: 

1. Front area: invest RMB 9,000,000 Yuan, including zoology parking place, bines bridge, zoology corridor, Yitian Gate etc.
2. Taiji Eight Diagrams area: invest RMB 15,000,000 Yuan, including nature Taiji Garden, Taiji drift, Eight diagrams scene, Xueyi forest, Wuxing altar, Pine and Crane Hall, Jiahui Yard, Qionghua Garden, Xianbo Kiosk, fish pool, and Qingfeng Kiosk etc.
3. Surrounding area: invest RMB 6,000,000 Yuan, including Shuimuxuan, exploration canyon, house and car encampment, Teng house garden etc.

Ⅴ. Investment Benefit Evaluation
Based on the indexes of related scenery and local tourism, the tourist number will increase 30% every year, to 150,000 persons till 2008. Calculating on RMB 200 Yuan average personal expense (including RMB 40 Yuan ticket, RMB 100 Yuan accommodation, RMB 30 Yuan food and RMB 30 Yuan shopping), annual turnover will reach RMB 30,000,000 Yuan, then investment will be covered in three years.
